κακοὶ μάρτυρες ἀνθρώποισιν ὀφθαλμοὶ καὶ ὦτα βαρβάρους ψυχὰς ἐχόντων

[ Hide commentary ]The word βαρβάρους ('barbarian') is best interpretted as 'do not know the language'. Burnet translates the fragment this way (i.e., men who "have souls that understand not their language").
