κακοὶ μάρτυρες ἀνθρώποισιν ὀφθαλμοὶ καὶ ὦτα βαρβάρους ψυχὰς ἐχόντων

Eyes and ears are bad witnesses to men who have barbarian souls.

The word βαρβάρους ('barbarian') is best interpretted as 'do not know the language'. Burnet translates the fragment this way (i.e., men who "have souls that understand not their language").
